Charles J. Kemper was a Dutch painter.
In his early years, he had evening classes from P.C. Wilt.
He continued his education from the third grade
at the Academy of Fine Arts in Rotterdam, where he was taught by Bautz (portraits and
In 1947 he studied with H.F. Boot in Haarlem.
Charles Kemper painted and made watercolours in Rotterdam of, among others,
ports, figures and portraits.
A separate genre were his interiors of cafés and pubs.
He was the father of Maarten Kemper.
